Layer Settings Save and Restore Buttons

We are proposing to add two buttons to the footer of the Layers dialog:

- “Save as Default”* – when clicked, this would save all current layer settings, including the visibility and selectability of each layers.

- “Restore Default”* – when clicked, this would restore the settings as they were the last time “Save as Default” was clicked. If the user had never before clicked “Save as Default”, then clicking this button would perform the same function as the current “Reset” button.

* If IBM implements the “Lock layer settings” check-box (submitted under a separate RFE), then this button should only be enabled when “Lock layer settings” is un-checked.
