Add Capability to Publish to non-Default Versions of ESRI in Spatial

The current Spatial Integration only integrates to the Default version of the ESRI MapServer. There is no ability to specify a non-Default Version.

This is not considered best integration practice by ESRI according to our ESRI team.

    It is part of Maximo Spatial roadmap to support branch versioning but it is still not committed to any specific release. For now there is a work around for this provided by ESRI which is to deploy SOI on ArcGIS server as an interceptor. SOI needs to be configured with the branch version so the requests to/from arcGIS server will hit SOI first and address the request to the right branch:

    It would be up to GIS admin/ESRI support to deploy SOI on ArcGIS side while IBM, in the long term, will study ways to incorporate SOI on Maximo side.
