Tool for resetting map settings

Users need the ability to reset their own map settings in Maximo Spatial. (It would be the equivalent to a DBA deleting records in the PLUSSTOOLPERSISTENCE table.)

I've made a custom tool for this: https://i.stack.imgur.com/j9yP4.png

That tool has been extremely helpful. But ultimately, we should have it as an OOB tool, not a custom tool.

Resetting the map tool settings can solve a number of issues with the map, including:

Windows appearing off-screen (due to the user's previous computer having a larger screen).

Starting fresh by reverting to default settings.

Minor glitches in the map.

Committing fixes from LAfixes, iFixes, etc.

It's not practical for users to submit a ticket to the DBA to manually delete records from the PLUSSTOOLPERSISTENCE table -- every time there's an issue. Users should be able to do it themselves and save everyone a lot of time.
