Make Identify tool dropdown layers in order from Map Service

When using the identify tool the drop down does not return the list in the expected order.
This makes the tool confusing to the users, that expects to see a Set As Current button, but sometimes the tool picks by default another random record that is in the map at the same spot.
Users report that they can't proceed their work flow because the Set As Current button does not show up.


It is expected that the dropdown list order will follow the map services order, and the layers order on each map service. Not a random list.
In this case the client would like to put the Address map service on the top to make the Identify tool to make the address the default record selected.

In addition, not mapped/integrated layers, such as the basemap layers, should be lower in the list if possible.
