We need an OOB mechanism that could notify us if the ArcGISDataSync cron task had any problems with the GIS Service.
In other words, we need ArcGISDataSync to check for success/failure when it comes to the cron actually seeing the GIS records in the GIS service. There could be errors in the process without the cron task actually failing to run -- or without there being Message Reprocessing data loading errors.
We're referring specifically to errors connecting to the GIS service, such as:
GIS service is hanging
GIS service is down
Bad username/password
Can't parse the JSON records correctly

You can set up these notifications based on the cron task history. All examples you mentioned previously can be achieved with the detailed error messages we get from the cron when each one happens. The "Runtime Error" attribute from the cron history gives you the detailed error message.
