Automatic refresh of background data

Background data needs to be refreshed occasionally. The actual frequency will depend on the customer and the use case. We cannot rely on the users to initiate this manually, especially if we expect them to do so proactively before they enter an area of no connectivity.

One example would be keeping the inventory information updated for when a tech needs to search for a part when disconnected.

When the delta sync feature is fixed this automtic refresh should not be too much of a burden on resources.
