Label-placement should support bottom & top should represent top on mobile

Out of the box, we have field controls where the label-placement="top". In desktop graphite applications, the label is actually above the field value which makes sense. In mobile this has the label shown below the field. This is confusing to developers because the two function differently whether it's on mobile or desktop and makes it impossible on mobile to have a label displayed above the field.

I assume there is a reason on mobile why we want the label to be displayed below the value. To accommodate that, we should have a label-placement of bottom and that could be the default on mobile to keep it consistent with how it operates today. But when label-placement="top", on mobile it should display above the value like it does on the desktop applications.
