Utilize historyflag field on Inspection Results for COMPLETED & CAN Statuses

We added a historyflag field to inspectionresult but it is only used with a special ARCHIVED status that is only available in the UI (it's not used to set the actual status). Users are likely to only put it in a COMPLETED or CAN status. To optimize query results, we can make the PENDING & INPROGRESS & even the COMPLETED queries faster by utilizing this historyflag field similar to how it operates on WO, SR, PO, PR, etc. Essentially, historyflag=0 should be when the records are available to be modified (PENDING & INPROGRESS) and historyflag=1 when the records are not available to be modified (COMPLETED/CAN).

Most customers will have a significantly higher percentage of records in COMPLETED status. By being able to eliminate this large percentage of records in evaluating database queries, the performance of queries will be significantly faster.

After further investigation, it was understood that the "historyflag" filed will be =1 when the user changes the inspection result status to "Archived". Regardless of the current status of the record. So, if an inspection result is in "Pending" status, and user manually changes its status to "Archived", in the database you will see:

    Status: Pending

    historyflag: 1

Which indicates that, the updated record is now in Archived status, and previously was Pending. So, every inspection result record can be a history record, at any status. I will invalidate this epic since the proposed functionality already exists. Completed status records must also be downloaded to the device, otherwise it won't be displayed in case the user wants to see a completed form launched from an InProgress WO record, so changing historyflag functionality won't be an improvement in this case.
