Base Maximo allows the user to do partial failure code reports, which means that a user can record just a problem, without cause or remedy. The same behavior exists in Maximo Mobile where every change on any PCR info is saved automatically regardless if the user clicks to submit or not ... so working as designed. Thanks for your feedback
