Please add the ability (and corresponding REST API) to inactivate/re-activate a MAS user login without deleting it

There are a high number of external service providers who will perform work in Maximo (Mobile) sporadically. Since there may be long gaps between work assignments for some technicians, we would like to be able to inactivate or re-activate their MAS login without having to delete and re-create a whole new user.
