Remove Requirement for User Email Address

When setting up a user in the application suite all users are required to have a primary email address. Not all users in the system are going to have a valid email address that can be associated with them. A good example of this is a Manage integration user. An integration user would not have a need for an email address so one is not normally be created, however when creating that user in MAS it is required. As a workaround when setting up the user an invalid email address can be entered because MAS doesn't require a valid address, just an address.

This idea is to remove the requirement for MAS user to have an email address.
