It seems some MAS users with the User Management level of access do see that feedback message, others do not. For those who don't, after the "Import" button is clicked, the UI takes you back to the user list screen without any sort of feedback on what happened (if the import failed, what was the problem, etc)
Our support team said this is not a bug and is working as designed, and directed us to enter this idea to request that all MAS users with the User Management level of access to be able to see the import feedback message.

I received feedback from our development team that this was addressed in our last patch update for MAS v8.10
After discussing with the dev team I'm going to close the idea as "not under consideration" but this is only because I'm transferring it to our defect backlog to be handled as a bug.
this is actually for the MAS Admin module, but I haven't seem any options that match that
