Stage Actions in an LCO for LCO Execution

Currently when an LCO is created and Tech Specs added, all Conditions and Actions of that Tech Spec are added to the LCO. This makes managing actions difficult when there are many Conditions and multiple actions per condition.

For example: Our instrumentation tech spec has over 20 conditions and potentially multiple actions per condition. We may need to utilize 2 of the actions and we know ahead of time exactly which actions they will be. We would like to select only those actions to be visible when viewing the LCO and managing its actions. Operators currently have to make notes in the Comments field of which actions this LCO is intended to address and filter for those actions in the Manage Actions Dialog.

We should also be able to Duplicate the LCO so that the same actions are marked for execution on the duplicated LCO. We have repetitive LCOs that we use often (Daily, Weekly, Monthly) for the same activities. We should not have to weed through all of the actions each time we create/enter the LCO.
