Allow having more than one copy of the same Condition/Action on an LCO

There are certain activities where we enter and exit the same action multiple times in a short period of time. These are all for the same activity. We currently have two options for dealing with this:

  1. Enter a different LCO for each entry/exit of the Condition. (Burdensome)

  2. Enter the Condition at the beginning and stay in the condition until all events are completed (Causes our LCO Time Indicators to be higher)

Add the ability to have more than one copy of the same Condition/Action on the same LCO so that we can stage these for entry and enter/exit them in order to save LCO Time.
