Enhanced form and record addressability.

TRIRIGA cannot easily collaborate with other portals and websites. There is no simple way to provide a link to a form on an organizational webpage and provide parameters. We can open blank forms or bookmark created records (e.g.a given building's record). But we cannot create a new form that is partially populated. Even when specifying an existing record, the published name is not usable; the referring site needs to now the IBS Spec value.
