add back the ability to maximize query portal sections

Users should be able to have a minimized query displaying 10 items on their portal section, then when they click to maximize it, the query should open to display 50 (or more) items.

Somewhere between 3.8 and 4.2, users lost the ability to maximize queries from portal sections.  Now the # of items displayed on the query section is only ever the exact amount of items displayed when maximized, until they use the drop down to change the # items per page manually every time.

We want the functionality back so that users don't have to maximize and manually update the # of items per page.
