Allow Request Central Users access to security groups so that can utilize TRIRIGA Reporting

Currently request central users cannot access the TRIRIGA Reporting perceptive application add-on. This is because Request Central users do not have access to security groups. Because of the way the license permission work with a UX model is that if they're lacking permissions for any data source in the Model, they can't access the model at all. And because TRIRIGA Reporting requires access to Security Groups for sharing records, TR gets blocked. Raising this issue in hopes of sharing that this is impacting clients ability to use TR.
