The Add window 508 compliance issue no maximize button and requires mouse to resize

When opening a pop-up window the only way to expand or resize it is to select the lower right corner with the mouse and drag it. This occurs across browser types (IE, Chrome, Firefox).

This will be a 508 compliance issue.

Steps to reproduce

1. Go to a Building.
2. Change to the Assessment Tab.
3. Select the Opportunities Sub Tab.
4. Click the Add button.

Note that the window does not have a maximize button and the only way to resize the window is to use the mouse and right click the 3 dots in the lower right corner.

    The original problem is many cascading popup windows one below the other make window size diminishing and reducing the usable screen area​.

    Building->Assessment Tab, Opportunities Sub-Tab (Click Add) -> Solutions Section (Click Add)Estimate Manager) -> Cost Estimate (Click Add(Cost Unit Line Item)).

    When the maximize button is available(at least from IE 11), the users are able to maximize each cascading popup windows so full screen is usable.

    Now the maximize button is gone (at least from IE 11) users are forced to use the smaller and smaller cascading windows.

    Added to this forcing users to use mouse to expand window which is difficult to find and grab the corner.

    Maximize button will definitely help regular users which will be 508 compliant too.
