Enhance task data handling.

Basic rules need to be enforced at the base product module before handling in individual modules. Date fields should allow metadata that indicates one field is a start date and another is an end so that without separately coding every pair, the system can report to the user the date is not ok, or to allow for user messages. There should be some intelligence, perhaps in an Application Settings area that sets the min/max years so that we don't have to test every date field separately.
