Control Panel: add Transparency to Diagram Tools and Common and Free Shapes

Add a Transparency Level to each Diagram Tool and Common and Free Shape on the Control Panel.

This feature will allow a background picture (e.g., JPEG) to be placed on a control panel, and then have Diagram Tools and Common and Free Shapes placed over that picture, make them more or less visible (and potentially totally invisible, at 100% transparency level).

For instance, a Push button, which is used to inject events into the model, can become fully transparent and still be used during the execution of the model. The transparency level must not affect the functionality of the Push button.
