As a systems engineer I want to be able to draw OSLC links from Comments/Constraints to Requirements

As a systems modeler I want to be able to establish OSLC links to artifacts from elements on diagrams in the same way that I would when drawing new term dependencies to requirements that are in the model. This is not possible with Rhp 9.0.1/ RMM 7.0.1

If I draw a dependency from a Comment (or Constraint) metatype to an OSLC remote artifact representing a requirement then I get a dialog that allows me to create an OSLC-Link. However, unexpectedly the link creation fails with an "Illegal OSLC link source Constraint".

This is an undesirable constraint, as the metatype of annotation (comments/constraints/requirements) is a browser element.
