Ability to intercept delete from model or copy paste operations via callback to stop user

Removal of the copy and paste and delete from model option from the menu only stops the action from appearing in the menu, the user can still hit the delete and/or copy/paste keys. With a callback hook providing a handle to the element to be copied or deleted, external tooling can determine if the element is appropriate to allow the copy and either block the copy, or let it go through based in the case.

    This RFE will be considered under the larger project of the Rhapsody GUI and Diagram editors modernization program.
