Keep a record of all work orders involved in a compliance

When a compliance is initiated it records all the work orders that have been collected as under compliance it puts them into the SKDCOMPLIANCEWOLIST, however, at the end of the cycle and when a new compliance is initiated for the same schedule (typically for a rolling project or a long-term project), but does not matter if this is cron driven or manual, all the work orders are deleted and the newly monitored compliance work orders are inserted.

In order to meet the concept of compliance, it needs to be auditable, therefore, since the SKDCOMPLIANCE is updated with the stats collected at the end of the cycle, the associated records in SKDCOMPLIANCEWOLIST also need to be kept.

We don't care if that is left in the same table or moved to some archive table, but the work orders need to be auditable.
