CUE - Contractor Pricing Should allow outside labor costs to vary with the filter values just as internal labor

Currently there is no easy way to support estimating outside labor costs when the field conditions change. For example, when digging in rocky soil, the filter values can be used to add additional cost for the additional labor required for this site condition. The same functionality needs to be applied to estimate the cost associated with an external contractor to do the work.
