Improved login error messages

When a user is locked out for too many log in attempts, no message indicating this is displayed on the following log in attempts. This leads to confusion, especially in circumstances where multiple users are sharing an account.

Because of the lack of role based access, we have multiple users sharing accounts. When attempting to log in to one account, a user was denied supposedly because the username and password were incorrect. Other users of the same account, who had all logged in successfully with the same credentials, were also unable to log in. It was only after submitting a support ticket that we discovered somewhere a user had input the incorrect credentials for the account enough times to be locked for a time period. This could all have been avoided by a simple "your account has been locked for X minutes" message, so we understood why we couldn't log in. (MVI 1.3 server issue)

    I believe that this problem is resolved in MVI 8.0 and up.
