Enable multiple supervisors on a workgroup to improve worktask management and assignment functionality through UX.

The UX application is restricted to only allow/show worktasks the user is a supervisor for.  There are times when you have split teams or rotating teams that manage a workgroup which need multiple supervisors.  At present users need to update the workgroup supervisor at the start of every shift which is troublesome particularly when they are need to cover mulitple workgroups.  This change would allow a team of supervisors to use the improved functionality and experience that is UX.

Change can be implemented by applying a roles to workgroups or enabling multiple supervisor assignments.
