Retain the PM History data when changing the PM status to INACTIVE or DRAFT

Whenever the PM status is changed to INACTIVE or DRAFT, simply retain the data that has already been generated. This will aid in any future auditing by having one place to go to without the need of creating a report or a new tab in the PM (Tr) app...
