Add try/catch perms to DXL to aid in testing for and catching disruptive layout DXL error messages

In some places, DXL can run and throw errors that disrupt a workflow, block the UI or worse. A try/catch mechanism in DXL could allow DXL authors to test for and catch such situations better.
