Disabled logins should not still be able to receive load receipts. This is a data security measure. There shouldn't be a case where someone's login is disabled and should still be able to access load receipts.

Ability to export baseline year data from system to identify an expected value when there is no regression plan in place. Downloads can take place but identification of baseline data range for a client is causing issue.
