Rework of Jazz mail configuration menus Merged

Currently it is very confusing to configure mail settings for ETM, as there are two of them: One can be performed using the Jazz profile on the application page [ETM_profile] and one can be performed using the "My Preferences for Quality Management" [ETM_preferences]. On the "Preferences" page, it is possible to configure detailed email settings for, e.g. "Test Case Execution Records". The now confusing part for users is to differ between all the settings: - profile settings are available in each application (ccm / rm / qm) but the URL path is different = looks for users to be different settings (but seem to be the same/synchronize each other) - Preferences settings in the QM application itself A better solution would be if there is just one single entrance point for configuring such mail settings. Just as a suggestion: - Add the QM Mail settings into the profile under a new top "QM Mail configuration" and add above the current Mail Settings within the profile "CCM Mail configuration". - Add the Mail configuration settings into the Platform profile (under /jts) and just link from each application to this settings. Currently the profile under /jts/ does only contain license information - which is also available within each other profile under each application. This would make it more suitable for users and it would also give the Jazz platform a more consistent "red line" throughout all applications. Currently it looks more often that "every application team does what it wants to do"
