Ship unencrypted DXL with DOORS client, so that users can maintain and expand customisations as standard features and their DXL change between versions / fixpacks

Customisations are a major unique feature of DOORS 9 compared to all other tools in the engineering space. They frequently integrate with standard / shipped features / UI elements, and in recent years these standard elements are being encrypted by IBM, blocking users from maintaining their existing customisations and creating new customisations that integrate well with the standard product. A blanket encryption of all default / standard DXL is hiding important changes from customisation authors. Intellectual property that cannot be shared with customers should be wrapped in documented interfaces, with the rest of the scripts being open for review and customisation.

I highly appreciate this as we have a lot of customizations which enhances the DOORS Classic Application with additional features and functionalities and also inserts a lot of features to the DOORS client which must not be, if the Standard DXL were unencoded.

Maybe also a (better?) idea is to publish the DXL Standard into Github, so customers and IBM (!) can participate from each other.
