Provide HTML output option in configuration comparison report

An HTML output option allows customers to generate reports without using Aspose API, which rapidly uses up the heap allocated to the EDG component and causes report generation to fail. This will help customers who have many changes between their configurations due to imports from ReqIF / CSV / Word. As an indication, we have a small project area with about 50,000 artifacts and 10-12 users which generates a 500MB report for a comparison between the current stream and a baseline 18 days old. We cannot generate this in DNG as it requires 10GB heap to process with Aspose and EDG is hard-coded with 8GB maximum. It only requires 5.9GB to process with HTML output. The Create Report dialog just needs to have the HTML option added. Currently the options are Word and PDF. This already exists in PUB reporting, but not in the DNG UI. The report is not one of the document-style reports. It is found in the Configuration Context menu of the Project / Component Dashboard as [Compare Configurations…] Comparing configurations in the RM application https://www.ibm.com/docs/en/elm/7.0.2?topic=configurations-comparing
