Unique Management of Resource ID on Artifacts Previously Removed from Module

Presently, in a configuration managed ERM project area when a user removes an artifact from a module and then later adds the same artifact (same ID) to the same module, a new resource ID is created within the module.
This is a problem when multiple configurations are in place.  The links, tags, comments are unable to be delivered across streams due to different resource ID. These items would have to be relinked to correct resource ID.
This is an idea to manage resource IDs between iterations of additions and removals of same artifact within a module, such that it avoids the scenario mentioned above
