ERM/RM should show the JIRA links in the Change Set section

Why is it useful ?
As per current product design of ERM , despite presence of integration with third party tool such as JIRA and subsequent links to Work items in JIRA , change set section is left blank and shows no links are present. However , this give false picture to the users when they first log in to the ELM application , as they cant see any links unless they log in to JIRA.

However , above behavior contradicts behavior in ETM where even if user does not login to JIRA , links are shown in below format :
https://jira.swqa.nxp.com/rest/oslc/1.0/cm/issue/TULIPSBX-32

Who would benefit from it ?
So , it gives user idea that some form of link exists. Further once logged in to JIRA , it shows proper link from JIRA.

How should it work ?
ERM change set section and other section which has JIRA links should show some form of link just like ETM viz. https://jira.swqa.nxp.com/rest/oslc/1.0/cm/issue/TULIPSBX-32
