Service Provider Billing - Add a method for adding work order transactions to be added to a bill batch rather than having to POSTPONE or EXCLUDE transactions

When creating a bill from a Work Order using the action Customer Billing > Create Customer Bill, it is administratively burdensome to have to POSTPONE or EXCLUDE transactions, especially when only a few transactions are to be copied to a bill.

The same is true from the Customer Bill within the Bill Batch lines using the Select Work Orders option; the user has no idea what transactions will be coming over prior to copying the lines.

And once the lines are added to a bill, the only way to remove them is to remove the Work Order itself from the Bill Batch lines and then go flag transactions to Exclude or Postpone.

Add a mechanism that allows a user to manually mark the work orders transactions that should be added to the Bill Batch. The functionality should be available from both the Work Order > Customer Billing > Create Customer Bill and from Customer Billing > Create Customer Bill.
