OpenTelemetry based discovery for configuration items (automatically populating CMDB)

See this idea on ideas.ibm.com

IT operators are challenged by configuration management of container based infrastructures (OpenShift, Kubernetes). Synchronisation approaches and discovery of configration items (CIs) are challenging due to the dynamics within container environments as well as possibilities to discover these CIs. With OpenTelemetry (OT, https://opentelemetry.io/) a highly accepted open source standard gained significant adoption in container based application landscapes. The requirements is to leverage the now more standardized management not only for observability but also for automated configuration management.
There are three main scopes which should be allowed to be integrated with the Maximo IT CMDB from OT: Application Services instrumented with OpenTelemetry, Service Relationships (leveraging application transaction data) and Kubernetes services and objects (clusters, namespaces, workloads, nodes). For pods/containers a "linked data" approach could be considered, in stable environments even pods could be considered as CIs being discovered by OT.
