Overhaul QUERY management in Maximo Manage

Hello,

This idea will be useful to both Manage users and administrators alike and tries to address several current pain points around the QUERY functionality in Maximo Manage.

There is a Community Post about a newly added behavior with MAS Manage that deletes QUERY records under certain circumstances that is concerning at the very least, see: https://community.ibm.com/community/user/asset-facilities/discussion/saved-query-gets-deleted-when-user-entitlement-is-removed-from-mas-core

In the above community post, there are several points and possible work arounds that I will not repeat here but they are all valid and should require careful consideration. The below list of functionalities is just to add to the change with other useful ideas that should enhance the user experience.

Also, there have been similar idea to this one that address specific pain points around the OWNER field (https://ibm-ai-apps.ideas.ibm.com/ideas/MASM-I-484 and https://ibm-ai-apps.ideas.ibm.com/ideas/MASM-I-268).

We have created an application that goes around some of the paint points and that has the following functionality that we would like to offer as some of these may be useful to consider when redesigning the QUERY functionality in Maximo:

* Administrators should be able to see all queries (public or otherwise) and modify them.

* Ability to duplicate an existing query (for users or administrators, even when the administrator does not own the query)

* Ability to reassign ownership (request is duplicated in the other ideas above)

* Track the Last Used Date of a Query (when it was executed against the DB last, not just the QUERY MBO instantiated).

* Have a "Count" field that increases every time a Query is executed against the DB. Possibility of resetting.

* Keep a MAXVAR or System Property for after how many days the query can be considered abandoned (given that we track it last execution time).

* Ability to modify the QUERY Where Clause and other attributes for administrators even if they are not the current OWNER. Including whereas a Query is Public or otherwise.

* Have a Expression Builder for queries.

* New Signature Option "Create Public Query" added to all applications with the possibility to add a Query.

* Ability to track and display where a specific Query is being used (including Start Centers, etc.)

* Ability to delete Queries for other users, with a Warning stating that the query may be in use elsewhere (supported by above point).

Although we have implemented the above application currently and offer it for free to some of our customers, it would be ideal if IBM considers redesigning the QUERY functionality in MAS and hopefully makes our application unnecessary.

    Good points: we end up creating these extra functions at clients that want to Manage their startcenters and queries through change process, current functionality feels more like demo version that works but is not maintainable as we would expect trying to ge the best for the users.
