Improve Workflow Designer to all allow disablement of out of data processes

Workflow designer is very inconsistent with allowing process to be disabled, even when the main process revision that they are attached to is disabled. This was reported to IBM on the referenced case as a problem with Application Designer, and the feedback from IBM that while this does not actually seem to be performing correctly, it does not affect the running process, so they were not going to create an APAR for it, and IBM suggested submitting the RFE.
