System Property to control whether task/WO completion should be blocked if inspection form not completed Merged

A client has a requirement where the associated inspection form should be completed before the task or work order can be marked as completed by the technician.

There doesn't appear to be any base functionality where this can be configured.

    Please see comments to Idea MOBILE1-I-139. Similar System Properties should be provided to prevent WO Status changes to COMP or CLOSE.
