Re-release the Local Docker version of MAF Configuration Tool

With the release of 9.1 support was discontinued for the local docker development version of the MAF configuration tool. While this simplifies the process for users, this new method is borderline unusable especially within a SaaS environment.

Moving this tool into MAS has caused nothing but headaches when trying modify or tweak these application. Preview builds sometimes work but most of the time don't, even after the stated "fix" in 9.1.5. There's no longer any visibility into what the containers are doing or why builds are failing. This whole experience has been frustrating to say the least.

I know that for non-technical users it may be simpler, but for those of us getting into the weeds with these applications the new method is borderline unusable, forcing us to have to tell clients to wait for the last two months since these changes have been made.
