Modify 'Migrate Prior Configurations' to not remove comments

When you 'Migrate Prior Configurations' in the case of upgrades, it will completely remove blocks of code that you commented out, instead of bringing the comments over.

For example, when you comment out a block of code (field, button, etc) that is not required and note your comments on top, that will not come over, instead it will just remove everything associated to the ID.

    There is the concept of a <code-comment> tag that should be utilized instead of XML comments (IE <!--). This code-comment tag is a special tag that can be used to wrap elements to ignore anything inside them when the app is built and has an attribute for providing text.

    The XML style comments causes the XML parser to not see them so it's treated the same as removal of the code but without being able to persist the comments.
