Expose AppPoints Usage Alert Templates in Suite Administration for MAS SaaS Customers

Business Value:
As an IBM Business Partner, we have received this requirement from multiple MAS SaaS clients. They critically need proactive notifications when AppPoints usage approaches the contracted limit to prevent service disruption or compliance overages. They currently rely on manual monitoring which is inefficient, unscalable, and prone to risk.

The Problem:
According to the documentation for MAS 9.0.3+ (Topic: "Creating custom email templates"), the functionality to trigger UsageAlertWarning and UsageAlertCritical emails exists in the platform. However, configuring these alerts requires creating specific configurations (ConfigMaps) at the infrastructure level.
Because SaaS Standard/Essentials environments do not provide direct access to these infrastructure configurations, both Partners and customers are effectively locked out of this standard feature. IBM Support has confirmed this cannot be configured via the current UI.

Proposed Solution:
Provide a UI-based method in Suite Administration for SaaS customers to configure the UsageAlertWarning and UsageAlertCritical email alerts. This will allow Partners and clients to proactively manage license usage without requiring technical support tickets or restricted backend access.
