Allow MAS SaaS admins to prevent AppPoint overage

In MAS on-prem, it is possible to adjust system settings to disallow the possibility of AppPoint overage.  

However, with MAS SaaS, this is not possible.  The system will allow unlimited AppPoint consumption, and a bill will be issued each month for the overage.  Whatever the peak overage was for even 1 minute, will be billed for the entire month (this also should be changed to a weighted average).

The Admin team should be empowered to enable this restriction within the SaaS deployment.  Especially as we are newly navigating the transition from licenses to AppPoints, there is some uncertainty about the appropriate number of AppPoints.  Applying an overage restriction would allow us to learn as we go while maintaining cost certainty.  We can then buy additional AppPoints as needed based on the number of times users are unable to access the system when desired.

Instead, we have to "learn our lessons the hard way" through overage charges, or pre-emptively buy an excessive number of AppPoints to reduce the likelihood of overage.  Either way, it is financially disadvantageous for MAS SaaS customers.
