Stop/Pause work or Stop travel button click should open up labour entry sidebar page directly without the user having to click 'edit labor' button

Standard functionality opens the labour window with edit labour and send buttons when user clicks Stop Work, Pause Work, Stop Travel button. 

This is a usability improvement that saves one extra click for user for every Work Order.

    Hello, The fix DT189569 - https://www.ibm.com/mysupport/s/defect/aCI3p000000PaVo/dt189569

    is different from what we have requested in the RFE. RFE request is about the Labor Entry side bar page opening up aromatically when user clicks stop work, stop travel button. Currently user has to click edit labor button to open up the labor entry side bar page. This will help avoid one additional click for the user.

    Currently under Organizations app in Maximo, system settings, there's an flag to determine if the user should confirm the labor transaction. When enabled, the dialog should be presented.
