You raise a good point. I would like to add a suggestion to this. I would like to have a third mode for display: Flat, Categories and Auto. In auto mode, a category will be displayed when there is more than a certain number of elements of any metaclass. The 'certain number' should be settable in a property, like "Browser.Settings.DisplayMetaclassOnNumberOfElements", with a default of 3 (for example).
So if a package contained one block, one type and two valuetypes, they would all be displayed flat. But if the user added another valuetype, then the valuetypes would all appear under a ValueTypes category, but the block and the class would still be displayed flat.
I think this would keep the browser levels low when possible, while avoiding the need to decide manually for each package. What do you think?
