Enable Admins to broadcast messages across the system to users

When we have a scheduled outage, as an admin I have to create an email and copy the email addresses of users that are currently logged into the system onto the To: line. Then I have to keep checking to see if the list of users changes up to the point when I stop TRIRIGA.  

It would be useful to be able to notify users who are logged in, that there is an upcoming maintenance window so that they could finish their work and log out in time to not be affected by the outage window.

This could be done 2 ways:

1. Ad hoc: As a button on the "Users Logged In" page of the Admin Console, where the Admin user could open a window and compose a notice that would cause a message to pop up or scroll across the banner.

2. Create a place in TRIRIGA where an Admin could add scheduled outages and have the system automatically send notifications to users letting them know when an outage is approaching.  There could be options to enable the notification at XX hours/minutes prior to the outage and even have multiple alerts.
