Add support to restrict CSV/XLS Export from DNG Project Area

Currently there is no way to prevent making data export from DNG Project Area data. Permission sets are not able to restrict CSV/XLS Export, if user has READ acces This is data security issue. Please add this support.

selective TRS indexing for GC baselines
