Use lead time field in PM application to prioritize the WO generation

Users can choose if the PM WO generation should order by the lead time and give it a priority in the generation. Users can have the most priority PMs WO generated first if the cron task doesn't finish the process for some reason.

This minor change in functionality would enable the creation of "template" Job Plans with no OrgId/SiteId values, which could be duplicated and updated with Org and/or Site specific changes.

Show list tab in list view

After upgrade to using MAS, the list tab removed from list view and that cause all tab group do not show. The list tab is show normally in Maximo 7.6.1 and with a property mxe.webclient.tabBreadCrumbs to control show or hide the tab.
