Disable button for merge configuration for selectable user groups

In merge configuration the user can accidently merge all testcases (button currently visible) instead of merge selected testcases (button currently invisible). To avoid this misuse, the button should be disabled for selectable user groups.

Support Decimal Attributes in ETM
