Provide a Filter by Link Validity

Provide a filter on the Link Validity column to be able to select all "Suspect links"/"Valid Links"/Invalid Links". At the moment in order to find for example suspect links we can do it only by searching for them manually.

Change Set Compare function should use the GC Configuration when looking at outward links to populate what it is linked to rather than say that it is not in the current configuration.
